1️⃣ You can absolutely patch up a torn up wallpaper or even if you cut a panel too short, with this trick. Never cut in a straight line! 
2️⃣ YES, you can wallpaper over textured walls!! Knockdown texture is perfectly fine for wallpaper but if your paper is too thin the texture might show through. I’m perfectly okay with that. Just make sure you really push the paper into the grooves with the scraper. If you’re using traditional wallpaper, I recommend using wallpaper primer before installing
